Abstract:

This report addresses the legal and institutional conditions underlying economic development throughout the Palestinian economy, along with opportunities for more broad-based economic growth. The scope of this assessment focused primarily upon the laws and institutions governing the West Bank—the landlocked, eastern portion of the Palestinian territories populated by nearly 2.5 million Palestinians and officially occupied by Israel. Through a diagnostic of relevant laws, institutions, and social dynamics, it aims to inform decisions of the U.S. Agency for International Development (USAID) and other donors that relate to legal and institutional reforms affecting the West Bank’s private sector. This report also provides insight and recommendations concerning economic development for consideration by Palestinian officials, private sector representatives, non-government organizations, and others..
