Kazakhstan is very serious about attracting foreign investment, and this is reflected in the indicator scores. Yet, foreign investment has largely remained limited to the energy and oil sectors and the related service industries, with little or no effect on the rest of the economy. Being of primary importance for the country, the oil sector is regulated by separate law, but the foreign investment legislation is also applicable in certain circumstances.
