Employing Workers
Pakistan is currently in a state of extensive “retooling,” and the labor market is no exception. The laws on the books bear little relation to the situation on the ground, and inspection, application, and enforcement have all essentially ground to a halt. Certain sectors continue to participate in the formal employment regime, but most of the workforce exists outside of it. This has resulted in the freest of labor markets, with all of the attendant shortcomings and pitfalls. Pakistan is, however, well equipped to emerge from the current period of reform with a modern and efficient labor regime that capitalizes on the best that the population has to offer and that drives the country to lead global markets.
