This paper reports on the impact evaluation study of the Rural Microenterprise Finance Project (RMFP) in the Philippines. RMFP aimed to support efforts of the Government of the Philippines to strengthen rural financial institutions by assisting organizations that employed the Grameen Bank Approach (GBA) in providing credit to the poor. The objective of the project was to reduce poverty, create employment opportunities, and enhance the incomes of the poorest of the rural poor (the ultra poor)—the bottom 30% of the rural population as measured by income. Rural banks, cooperative rural banks, cooperatives, thrift banks and non-government organizations (NGOs) participated in the nationwide implementation of the project, which ended in December 2002.
