This Rural Investment Climate Assessment (RICA) provides a comprehensive assessment of the investment climate. Using data from the recently completed RIC Survey, the RICA identifies the key constraints faced by non-farm enterprises and shows how national and local government policy can help to alleviate these constraints and boost local growth. The report provides key policy and framework for which rural economies and be revitalized. Actions that are needed are on the following policy areas: infrastructure, credit, labor and education, trade, competition, technology, agriculture, and fiscal and governance policy. The paper also gives recommendations to local policy makers on topics such as public goods and services, facilitating business, marketing your region, solving coordination problems, promoting competition, setting targets. It also gives recommendation on specific things not to do such as preferential treatment of groups, being consistent with national policy, and maximizing local revenue. The paper concludes with advise on what best creates economic growth and job creation for the local economy.
