Governing the System
Governing the System indicators look at the macro determinants of the health system. Paramount is the degree to which public policies encourage private investments in the health sector and a healthy mix of sustainable public and private investments. Other key determinants include health policy and budget issues, the inclusion of medical groups and organizations into the national dialogue, and local, regional, national and international variables which effect the health system. Indicators examine whether participation at all levels takes place in the development of health policies. In addition to the development of such policies, further indicators measure to what extent they are effectively and equitably carried out.
