Health Enabling Environment (HealthCLIR)
Overview
The Health Business Climate Legal and Institutional Reform tool (HealthCLIR) addresses the key areas of the enabling environment for health services using the BizCLIR methodology.
Each of the HealthCLIR areas is evaluated across four dimensions - legal framework, implementing institutions, supporting institutions, and social dynamics - to provide a 360 degree analysis of issues affecting the enabling environment for health systems.
After a baseline review and in-country assessment, HealthCLIR quickly produces a report targeting reforms for improving the health system which could be used in a number of ways, including helping to shape and prioritize the policy reform agendas of governments and donors alike.
